MISSOURI
Education and Training Voucher (ETV) Program

The Missouri ETV program is open to any current and former young person in foster care who meets at least one of these criteria:

- You are a young person who is or was in U.S. foster care on or after your 16th birthday for ETV and aged out of foster care at 18
- You were adopted from U.S. foster care, with the adoption finalized after your 16th birthday for ETV You were placed in kinship foster care on or after your 16th birthday
Additionally you must:
- Be under the age of 26
- Be an Missouri resident
- Be a U.S. citizen or qualified non-citizen
- Have personal assets (bank account, car, home, etc.) worth less than $10,000
- Be enrolled in a degree, certificate, or other accredited program and show that you are making satisfactory academic progress.
Missouri ETV recipients must maintain a minimum 2.0 GPA each term. Students must submit an academic transcript showing grades and GPA from the most recently completed semester/term.
ETV applications are rolling. The deadline to apply for the 2025-2026 academic year is July 31, 2026.
Missouri Reach - Tuition Waiver & CCE
If you are attending a Missouri public community college, four-year college, university, or credentialing program, you may be eligible for the Missouri Reach Tuition Waiver or Missouri Reach Credential Completion and Employment Program (CCE).
Requirements:
- You must be a resident of the state of Missouri
- You must have been in foster care at least one day on or after your 14th birthday and:
- Were in care on the day that you graduated high school or passed the GED examination;
- Obtained legal guardianship through kinship care after your 14th birthday; or,
- Were adopted on or after your 14th birthday.
- Aged out at 18;
- Must have graduated from high school or passed the GED examination within the last three years
Additionally, to be eligible for a tuition waiver award, you must:
- Apply to and be accepted to an institution no later than:
– Your 21st birthday
– Three years after you graduated high school or received a GED (whichever is earliest)
– Three years after you left foster care - Apply for other student financial assistance, other than student loans
- Apply to the coordinating board for higher education for a determination of eligibility
- Remain in good academic standing at an institution of higher education
- Complete a minimum of 100 hours of community service or public internship within a year beginning September 1 each year you receive a tuition and fee waiver award
MO Reach Tuition Waiver priority is given to:
- Those youth not otherwise eligible for Educational Training Vouchers (ETV).
- Students adopted from Children’s Division after the age of 14.
- Those youth who have at least 60 hours of college credit.
You may be eligible for the MO Reach CCE Program if:
- Are between the ages of 19 and 25 (credential must be earned by your 26th birthday)
- Are currently in Children’s Division care
- Left care after age 18
- Obtained legal guardianship or adoption after age 14
Are there any requirements for the MO Reach CCE?
Participation in Missouri Reach CCE is limited to 12 months, which includes pre– and post-training time leading up to your credential completion. You must earn your credential in less than 9 months. The maximum award amount available is $8,000, paid over a 12-month period.
All applicants are screened to see if they are in default of federal student loans. If you are, you will get help entering a loan repayment plan. You will also be required to complete a skills and abilities aptitude test, build an online success profile, and attend a weekly meeting by phone with your Foster Success coach.
In addition, Missouri Reach CCE participants may not receive the following at the same time:
- Postsecondary funding from ETV or Missouri Reach Tuition Waiver
- Other (specific) public financial aid

College Student Support
Our team is available to assist students in navigating their higher education experience through monthly one-on-one meetings. They have access to key contacts on campus and can support students’ work through financial aid issues and are able to provide guidance when making academic decisions such as when to drop a class or remain. They also help to administer the Education and Training Voucher (ETV) and MO Reach Tuition Waiver and CCE Program.
